History of Activism

Cac is a prominent activist and independent researcher focusing on international human rights law. He contributes a lot of articles and insights regarding the Vietnamese legal system and political condition to several respectable Vietnamese or international outlets focusing on Vietnamese human rights. He has provided legal aid services to victims of forced eviction. 

Cac and several other activists went to Geneva and participated in Vietnam UPR 2014’s session for civil society organizations in June 2014. He was detained and questioned at Tan Son Nhat Airport for 24 hours upon his return from the trip. 

Cac has since often been subjected to harassment by local authorities.

Family Situation

Cac’s wife, Nguyen Hoang Vi, is also a well-known human rights activist. They have two young children.

On January 19, 2021, Cac was summoned by the local public security office for questioning on his possible involvement in the operation of the Liberal Publishing House. They told Cac that Pham Doan Trang, a prominent journalist arrested in October 2020, had mentioned his name during the investigation. Cac denied any involvement but asserted his support for organizations like the Liberal Publishing House. 

Cac was also warned by the police that he should stick with posts relating to the US election; they said they were fine with that, but that any comments on the January National Party Congress would face repercussions.
