Ho Chi Minh City police arrested Tran Khac Duc on September 20, 2024, under Article 117 for his alleged involvement in the overseas group Assembly for Democracy and Pluralism (Tập hợp Dân chủ Đa nguyên). State media did not announce his arrest until November.
His is alleged to have received instructions from the leaders of the group, conducting activities such as managing the group’s websites, and drafting, posting, and sharing and articles with content insulting national heroes and distorting history.
