Bui Van Tuan was arrested under Article 331 for Facebook livestreams made in September 2024 allegedly “cursing, making false statements, distorting, slandering, insulting, and defaming in order to lower the reputation, honor, and dignity of several high-ranking leaders of the Party, State, and officials” in Nhu Xuan district, Thanh Hoa province. Tuan also allegedly incited people to obstruct the activities of agencies and organizations during a construction project in Nhu Xuan district.
