Bui Tien Loi was the former department head for Department of Scientific Socialism at the Military Engineering Officer School.
He is a former Lt Colonel and was expelled from the Community Party of Vietnam in 2020 due to prior online posts.

Bui Tien Loi was arrested by Thu Dao Mot City police in Binh Duong (arrested in Thai Binh and transferred to Binh Duong) on November 20 and charged under Art 331 for his online postings. The content of the exact posts for which he was charged is unknown, but it is believed he had 6,700 followers and posted commentary on Nguyen Phu Trong (especially prior to his death) and Minh Tue, the walking monk.
