February 1, 2019: summoned for questioning over Facebook posts
On February 1, security officers in Ben Tre Province questioned university student Tran Ngoc Phuc for posting online content critical of the government and allegedly joining political groups on Facebook on his account “Ngoc Phuc.” Among the groups in question was “Liking BBC Vietnamese.” The case against Phuc is expected to continue and came just a month after Vietnam’s new Law on Cybersecurity went into effect. He may face charges under Article 117 of the 2015 Criminal Code (“Making, storing, spreading information, materials, items for the purpose of opposing the State of Socialist Republic of Vietnam”), but this remains unknown.
