The network was originally founded in 2013 by prominent Vietnamese bloggers at the time such as Pham Doan Trang, Nguyen Anh Tuan, and Mother Mushroom. The group is dedicated to organizing independent bloggers in the country and representing a united voice in important issues. The issuance of Declaration 258 to the OHCHR was the first achievement of the group in their journey.
