Incident Group: Crackdown on Hien Phap group

The Hien Phap (Constitution) group was established in mid-2017 and works to promote human, political, and civil rights in the one-party nation by disseminating Vietnam’s 2013 Constitution to educate citizens on their rights.

In 2018, several members of the group were arrested for allegedly calling for public demonstrations against the draft of Law on Cybersecurity and Law on Special Economic Zones. Neither the arrests nor the detentions followed the contemporary criminal procedure code, with family members of the detainees not notified and defense counsel hardly able to contact their clients.
