Incident Group: Crackdown on online expression during the COVID-19 pandemic

With the emergence of COVID-19, the combination of extensive administrative interventions (such as fines) and criminal charges became more relevant in dealing with simple online expression. By free-riding on the public support for the “national unifying cause” of dealing with COVID-19, the Vietnamese authorities justified the excessive and arbitrary involvement of public security forces in public life.
